Swain County commissioners on July 15 unanimously approved an interlocal agreement with the Town of Bryson City to clarify responsibilities for building‑code and fire‑prevention inspections on county properties inside the town.
The agreement assigns primary responsibility to the county for recurring building-code and fire-prevention inspections of county properties located within Bryson City. It also preserves the town’s authority "to reserve the right to make such inspections within its jurisdiction as new necessary and appropriate," a county staff member said, underscoring a cooperative approach between the county fire marshal and the town’s fire marshal.
Under a newly added provision, the county must provide the town with an annual report of the county’s inspections within Bryson City "within 30 days of the end of each calendar year," the staff member said. The report is intended to assist the town with certification and compliance oversight.
Commissioners discussed that both jurisdictions will apply the same state building and fire codes to county properties within town limits. A commissioner asked whether county-owned buildings in the town will be required to meet town standards; staff confirmed they will follow the applicable state code.
A commissioner moved to approve the interlocal agreement; after a second, the board voted and the measure "passes unanimously," the clerk announced.
