Senior planner Kyle Abbott said the parcel is part of the PV303 PAD and that the center’s master site plan was approved in February 2023. The proposed car wash parcel is approximately 1.26 acres and includes right‑in/right‑out access from Indian School Road and internal access tied to a proposed drive aisle on A‑160th Avenue; a traffic signal at Indian School Road and A‑160th is nearby.
Abbott told council the tunnel does not face a residential neighborhood and the nearest resident is more than 500 feet away. He said the planning and zoning commission recommended approval 6‑0 and that a neighborhood meeting drew two attendees (1 in support). He noted master site plan standards and an approved palette would govern elevations and materials.
Madison Leek, the applicant’s representative, said Superstar car washes reuse most water and that the facility would use roughly one‑quarter of the water used by a typical home car wash; she said Superstar’s equipment includes powerful blowers intended to minimize ponding on drive aisles. Several council members commended the site layout, queuing and vacuum placement as appropriate for the awkward parcel.
The council voted 7‑0 to approve the use permit subject to the stipulated conditions. Staff said the applicant must complete site plan review and building permits and that the car wash would be required to meet all stormwater and water‑reuse requirements as part of permit review.
