Council approves nine resolutions for refunds, transfers and NJDOT grant submissions; introduces bond and capital ordinances for public hearing Aug. 11

On July 14 the West Windsor Township Council approved a consent agenda that included nine resolutions (2025‑R153 through 2025‑R161) covering tax refunds, a plenary retail consumption liquor-license transfer, and multiple grant submissions to the New Jersey Department of Transportation. The list of approved resolutions includes: a property-tax overpayment refund (2025‑R153); approval of a person-to-person transfer of a plenary retail consumption liquor license (2025‑R154); submission approvals for hazardous-discharge remediation funds and several NJDOT grant applications for resurfacing, reconstruction, bikeway and sidewalk projects (2025‑R155 through 2025‑R160); and an agreement authorizing the mayor to execute a services contract for coordinating off-duty police employment (2025‑R161). Council member roll call recorded unanimous approval for the consent agenda items. The mayor and clerk were authorized to execute required electronic grant agreements in the NJDOT PMRS system where applicable. The council also introduced two ordinances: bond ordinance 2025‑10, which authorizes borrowing to finance various capital improvements (appropriating $11,579,962 and authorizing $10,561,000 in bonds or notes), and capital-improvement ordinance 2025‑11 (appropriating $455,000). Both ordinances were introduced by motion and are scheduled for public hearing on Aug. 11, 2025. Council did not hold public hearings on the ordinances at the July 14 meeting; introduction sets the public hearing date and begins the statutorily required publication and notice process.
