Pearland ISD authorizes superintendent to approve annual homebound waiver for rare immunocompromised cases

The Pearland Independent School District Board of Trustees voted 5-0 on Aug. 12 to authorize the superintendent to approve annual homebound-service waiver requests in rare cases where in-home instruction is not possible.
Trustee Murphy asked for clarification on the consent agenda item he had pulled. Dr. Berger said the request pertains to a single currently identified student who is immunocompromised and can receive instruction only virtually because no homebound teacher can enter the home. "This would be our second year to do this request," Dr. Nixon explained during the public meeting. "We have a homebound student who's immunocompromised, and so the homebound teacher, there's really no one that's able to enter the home. So the only way to provide instruction is virtually for the student."
Dr. Berger told trustees that staff sought the superintendent's delegated authority because without it services could be delayed four to six weeks while the board met to consider each waiver. A board member asked whether the authorization could be extended for multiple years; Dr. Berger said the district needs to bring waiver requests back annually.
Trustee Murphy moved to approve the consent agenda item; Trustee Daniel Stuckey seconded. The board voted 5-0 to approve the authorization, with Trustees Carter and Scheffler recorded as absent.
