Board approves two amendments to District of Innovation plan affecting syllabi posting and grievance timelines

District staff explained the first amendment addresses newly enacted sections of the Texas Education Code (26.62 and 26.71) that require posting an instructional plan or course syllabus at the beginning of each semester and delivering the syllabus to parents and students. The DOI amendment retains the district’s existing practice — which includes posting curriculum scope-and-sequence maps on the website and providing mechanisms for parents to request instructional materials — and avoids imposing an additional requirement staff described as burdensome to classroom teachers.
The second amendment pertains to chapter 26A grievance provisions that would extend filing timelines and allow ongoing additions to complaints, potentially lengthening dispute resolution and requiring additional state reporting. The DOI amendment preserves the district’s existing grievance procedures and timelines to keep investigations and informal resolutions expedited, staff said, arguing longer statutory timelines risk allowing complaints to “fester.”
A stakeholder committee including district administrators and community representatives reviewed the proposed DOI amendments in August and unanimously recommended both changes to the board. Trustees voted in favor of the amendments in a single motion.
