Mesquite ISD board accepts certified tax values for 2025; homestead exemptions rise and protests surge

The Mesquite ISD Board of Trustees voted to accept the county-certified appraisal values for tax year 2025, a procedural step that begins the district’s property-tax rate-setting process.
Mr. Prado told the board the certified appraisal roll includes changes that increase the homestead exemption from $100,000 to $140,000 and raise the over-65 exemption from $10,000 to $60,000. He said that compared to last year’s values at the previous exemption levels, the district’s taxable value would have grown about 7.7%, which aligns with assumptions made during the budget presentation.
Prado also said property-tax protests to the appraisal district are substantially higher this year: roughly 4,500 protests compared with about 1,500 last year. He said DCAD (the appraisal authority) will continue work to resolve protests and provide monthly reports to the district.
A trustee asked whether these figures depend on approval of a constitutional amendment in November; Prado said yes. Trustee motion and a voice vote approved the resolution to accept certified values.
The board’s acceptance does not set a tax rate; it simply accepts the certified appraisal roll so the district can proceed with budget and rate decisions later in the tax-adoption calendar.
