Mesquite ISD board approves charter to form budget committee to address $17.2 million shortfall

The Mesquite Independent School District Board of Trustees on a voice vote approved a charter to form a Strategic Budget Committee that will review the district’s finances and recommend steps to produce a balanced 2026–27 budget.
Superintendent Dr. Rivera told trustees the district has adopted a $17,200,000 deficit budget for the 2025–26 school year and “that deficit of that magnitude could only carry only for the 25–26 school year.” He said the charter, if approved, will create a committee that will “open up the books” and make recommendations to the board in December so staff can build a budget in January using those recommendations.
The board-approved charter requires four committee meetings and calls for community members, students, staff, business owners, two trustees and several members of the district’s executive team to participate. The superintendent said the committee will review both revenue and expenditures, provide transparency about cuts or reallocations and recommend steps to reach a balanced budget for 2026–27.
Trustee T. Bingham moved to approve the charter; Trustee M. Seward seconded the motion. The board approved the charter by voice vote.
The committee’s recommendation is scheduled for the board in December; the superintendent and executive team will use that recommendation to draft the 2026–27 budget in January. The motion carried without recorded dissent.
