Mesquite ISD board hires Vernon Hughes as Horn High football coach; superintendent announces combined Vanguard principal/CTE post

The Mesquite Independent School District Board of Trustees approved the hiring of Vernon Hughes as campus athletic coordinator and head football coach at Horn High School at a special meeting on May 7, 2025, which began at 7:30 a.m. and was posted in the manner required by law.

The board voted to approve the administrative term contract for Hughes after a motion by Trustee Carbo and a second by Trustee Bingham. The motion passed unanimously.

Hughes, who addressed the board after the vote, thanked trustees and district leaders. "First off, I wanna say thank you, for allowing me to, for this incredible opportunity to be board approved for, to work in Mesquite ISD," he said. "I truly can't wait to get started."

The board's action followed a recommendation presented during the personnel item that summarized Hughes's coaching record. The recommendation said Hughes has more than a decade of coaching experience in Texas, with stops at DelVal, Hutto, LaGrange, Cuero and Nacogdoches, and most recently served as athletic coordinator and head football coach at Wise High School in Pflugerville Independent School District, where he led a 9 and 2 record in the cited season. The recommendation noted Wise averaged 48.1 points per game in 2024 and that Hughes has sent "more than 20 athletes to compete at the collegiate level." It also said he holds a bachelor's degree in kinesiology from Texas Lutheran University.

Separately during the meeting, Dr. Rivera, superintendent of Mesquite Independent School District, announced an administrative reorganization in central office that combines two positions into one new role: executive principal and head of CTE programs. Dr. Rivera named Clint Elsasser, currently present at the meeting, as the district's executive principal and head of CTE programs, and said the change does not require board approval because it remains at the same pay grade.

"We're all tightening up our belts. We all trying to do more with less, and so we're starting to set the example in central office," Dr. Rivera said while introducing the combined assignment and Mr. Elsasser. Dr. Rivera added the district expects "a lot of duties" and that Mr. Elsasser will be supported in taking on both responsibilities.

The meeting record shows no formal motion or vote was taken on the administrative reorganization; Dr. Rivera characterized it as a staffing transition announced by the superintendent's office. The special meeting concluded shortly after the two personnel items, with adjournment announced at 7:35 a.m.

Clarifying details reported during the meeting included Hughes's cited 9-2 season at Wise High School, the 48.1 points-per-game average in 2024, the claim that Hughes has sent "more than 20 athletes" to collegiate competition, and that the combined Vanguard principal/CTE director position will carry the same pay grade and therefore did not require board approval.
