Keller Independent School District trustees approved the administration’s recommendation to purchase attendance credits to satisfy an estimated recapture obligation identified by the Texas Education Agency (TEA).
Administration explained that TEA used 2024 certified property values to estimate a district excess local revenue obligation of approximately $2,786,248 for the current cycle; staff noted the figure could change when final certified property values and weighting factors are released. The district presented the options available under TEA rules and recommended purchasing attendance credits as the most straightforward and administratively feasible method to meet the obligation.
Why it matters: TEA’s recapture (often referred to as "Robin Hood") calculations require districts with excess local revenue to reduce that excess by a stated amount or face state withholdings. The chosen method obligates the district to purchase attendance credits or remit funds per TEA procedures.
Trustees asked whether the estimated amount was higher or lower than the previous year; staff replied it was about $700,000 less than last year’s estimate. The board approved the purchase in a recorded vote that passed 5‑2.
The administration noted the preliminary amount may change as state weights are certified and will return with final numbers if necessary.
