Dr. Mills of Hill College outlined recent campus upgrades supported in part by local taxing entities, including navigators on ISD campuses, program equipment upgrades, a student‑center refresh and new vocational offerings. He asked trustees to consider adopting the voter‑approval rate, which Hill College staff described as a two‑tenths of a penny increase that they estimated would cost the owner of a $300,000 home roughly $7.20 per year.
District staff clarified that publishing the rate in the notice does not bind the district to adopt that exact rate next month; trustees may adopt a lower rate but cannot adopt a higher rate than published in the notice. Hill College is a “small taxing entity” for the purpose of notice requirements, staff said, and the board voted to publish the voter‑approval rate and to hold a public hearing at the September meeting. The motion to publish and schedule the hearing passed 5–1; one trustee indicated they would prefer the non‑new‑revenue rate instead of the voter‑approval rate.
