Godley ISD adopts revised library‑materials policy after parent concerns about challenge process

The Godley ISD Board of Trustees adopted policy EFB(LOCAL) governing library materials and reconsideration procedures after trustee discussion and a 5–1 vote.

Kim/Library staff (Library director) presented the policy and explained it implements state law by setting collection standards, excluding “harmful material” as defined by the policy and providing a reconsideration committee to handle book challenges. The policy requires an online catalog and public information on how library titles may be accessed; the district uses Booked (described in the meeting as BookEd/bookmark ed) to comply with that provision.

One trustee said several phrases in the policy — including references to “diversity of appeal,” “promoting equity of access,” and “represent[ing] diverse viewpoints and cultural groups” — raised concerns because they could conflict with recent state restrictions on diversity, equity, and inclusion. The trustee also questioned a provision that, after a committee decides not to remove a challenged title, “it may not be challenged again for two years,” calling two years “a very long time for it to be able to be appealed again.”

Library staff responded that the two‑year window is intended to prevent repetitive challenges on the same title that would consume district resources, and that parents retain the ability to restrict individual students from checking out a title via the district’s BookEd system even if the board or committee declines to remove the title from general circulation. The director said there have been no formal parental challenges since 2020.

The board approved the policy by a 5–1 vote. Trustees also asked for clarification about the makeup of the reconsideration committee; the library director said the committee includes parents and teachers representing grade bands and that the director solicits parent volunteers with principals’ recommendations.
