The Board of Education approved Superintendent Doctor Collins’ goals Aug. 14 after a presentation that framed academic achievement and systemwide improvement as the superintendent’s top priority. “I think the most important thing that I have to do in my job is figure out how we can improve the academic achievement of the students in all of our schools,” Collins told the board, and she said the district will pursue clearer, measurable goals and a systematized improvement process.
Collins described adopting a cycle‑of‑inquiry improvement model (a continuous improvement framework similar to plan‑do‑study‑act) for building and district work, saying the model will help standardize improvement practices, clarify supports the district office will provide and help measure outcomes. “It gives us a system and a systematized process where it’s pretty explicit for the steps that you would go through and the things that would happen,” Collins said, and she advised that some workstreams may take longer than others depending on the scope.
The superintendent also outlined middle‑school instructional model work led by district staff and a timeline for strategic planning. She said the district expects to invite Studer Education (presentation scheduled Sept. 11) to support a strategic‑planning process that would culminate in a proposed strategic plan for board adoption in April 2026. Collins emphasized the need for sharper vision and values statements and measurable benchmarks across goal areas.
The board moved and seconded a resolution to adopt the superintendent’s presented goals; the motion passed unanimously. Members asked for follow‑up presentations showing principals’ building‑level work and for scenario planning that ties financial projections to strategic priorities. Collins said she will present additional updates at future meetings and that the cycle‑of‑inquiry and strategic planning work will be phased in with training and building‑level examples.
No legislative or contract actions were taken as part of the goals approval; the vote established board support for the superintendent’s objectives and directed staff to proceed with training, district rollout and consultant engagement planning.
