Woodland School District 50 announced May 15, 2025, that Todd Fowler, a physical education teacher at Woodland Elementary, was arrested and is under investigation for dissemination and possession of child pornography and for allegedly sharing photos of local students with third parties. The district said Fowler was immediately placed on administrative leave and his access to facilities and electronic systems was suspended under board policy 5 2 40.
The district statement, read at the board meeting, said that "student safety is the top priority for Woodland School District." The superintendent told the board that Fowler had completed criminal background checks when hired in February 2019 and again in 2021 under a state law requiring background-check updates every five years, and that Grayslake School District 127 had also completed a background check when Fowler was hired as a basketball coach.
The statement said Fowler remains in Lake County jail after a judge denied pretrial release and that the Lake County State's Attorney's Office has approved initial charges; further charges are possible pending a forensic examination of seized electronics. The district directed questions about the criminal investigation to the Lake County Sheriff's Office. The statement emphasized that, because of the nature of the accusations, Fowler "will have no further contact with students or be allowed on school property pursuant to district 50 board policies."
