At a public workshop in Montpelier, presenters led residents through a hands‑on site‑planning exercise that focused on housing types, open space, road access and existing soil contamination, with participants and presenters urging more technical analysis before any development moves forward.
The session brought design materials, scaled lots and cutouts to tables so neighbors could arrange small lots, two‑story units, shared work spaces and fields. Casey Kolb Nava, a physician at Central Vermont Medical Center, framed the conversation around health and livability: “Montpelier, Vermont, the heart of the Green Mountain State, already has everything that it takes to become 1 of the healthiest places to live,” she said, urging design that supports walkability, mixed uses and multigenerational living.
Why the conversation matters: presenters and residents said the parcel’s topography, proximity to existing roads and possible soil contamination create constraints that will affect how many homes can be built, whether sports fields fit on site, and how costly access roads would be to construct.
Design guidance and tradeoffs
An unnamed Designer/Planner leading the workshop walked participants through base maps and contour lines, noting how steep slopes limit where emergency vehicles and roads can go. The planner warned that “anything that’s light green, it will be a little too steep for an emergency vehicle,” and demonstrated how fields should not cross more than one contour line to avoid excessive slope. The facilitator also described standard lot sizes used in the exercise: tiny lots, one‑tenth acre lots (about 4,000 square feet), one‑fifth acre lots and quarter‑acre lots; and the 600‑square‑foot footprint representing a two‑car garage used as a sizing reference.
Several residents questioned placing multiple soccer fields on the site because of traffic and noise. One resident argued, “I’d rather have ag food food this be the bread basket to feed downtown in an emergency disaster. So for me, I’d rather preserve some of the prime ag soils than to devote them to sports.” Workshop presenters and participants also raised access concerns for Gallison Hill Road and other nearby routes: one participant said building a new road could be costly, citing an estimate of about $9,000,000 for one proposed alignment and a separate comment that a road in this location might cost “20 to $50,000,000” depending on required work and stormwater needs.
Contamination and due diligence
Participants discussed prior environmental work on the site. A resident noted the regional planning commission had identified contamination and described the area as having brownfields; they said records exist but that the city was charging $120 for staff time to retrieve those files. Workshop leaders said more testing and a detailed remediation plan would be required before siting agricultural uses, playgrounds or other areas for intensive public use.
Scale, housing types and amenities
The exercise emphasized “missing middle” housing — duplexes, small apartment buildings, and clusters that could support shared office or workshop space above ground‑floor uses. Presenters suggested small two‑story structures, quads or rowhouses to increase housing stock while keeping block scale compatible with adjacent neighborhoods. Ideas for neighborhood amenities included community gardens (noting Feast Farm as an existing neighborhood asset), small commercial uses, a maintenance garage, co‑working above shops and soft shelters and resiliency storage for flood events.
Next steps and technical needs
Multiple participants said the scope of constraints—topography, utilities, contamination and road engineering—requires hiring technical consultants. One resident recommended engaging a landscape architect and road designer to map constraints and phase work with neighboring landowners. Workshop leaders said more detailed follow‑up workshops will be scheduled and that attendees could submit or take home mapping materials.
