The Board of Commissioners approved a series of departmental resolutions covering public works change orders, sanitary projects, transit grant applications, personnel changes and multiple finance adjustments and appropriations. County Engineer Andy Conrad asked the board to approve two change‑order resolutions: a small increase for paving the highway garage parking lot, and a decrease for a Smith Road bridge replacement contract. The commissioners approved both by roll call. Sanitary Engineer Jeremy Cinco presented three resolutions: a cooperative agreement with the Ohio Water Development Authority for the Grama Road well site development project; authorization to apply for Ohio EPA water pollution control loan funds for replacement/repair of failing septic systems (2026 funding); and authorization to contract with GPD Group for construction inspection services on the Backbone Branch Road water main improvement project. Commissioners approved the three resolutions; staff noted that the health department processes septic‑repair petitions and that bringing health‑department staff to a future meeting may be useful for additional explanation. Transit Director Shannon Ryan requested approval to submit ODOT applications for FY27 preventative maintenance, operations and vehicle purchases; commissioners approved the submission. Human Resources presented a personnel‑changes resolution listing one new hire in building services; one promotion in senior and adult services; seven rate increases; and other rate changes across sanitary, transit, county home, maintenance, senior and adult services and human resources; the board approved the personnel changes. Finance Director Brett Thomas presented nine finance resolutions including expenditure and revenue adjustments (grant recategorizations and insurance premium lines), cash transfers (including capital improvement reimbursement), a $22,606.56 transfer for the gasoline rotary fund, creation of a juvenile specialized dockets FY25 fund with appropriations of $55,000 (funded by the Ohio Department of Addiction Services), two Family First Council items (one contract not to exceed $7,826 for a service coordinator and a $68,370 family-centered services and support grant), county official expense approvals and weekly bills totaling $1,996,504.41. Commissioners voted to approve the nine resolutions. County Administrator Matt Spreier presented three administrator resolutions that the commissioners also approved: allowing county employees to serve as precinct election officials for the Nov. 4 general election; adoption of the Medina County Dog Shelter policy manual (covered separately); and authorizing the Medina County Land Reutilization Corporation to serve as the lead entity for round two of the Ohio Building Demolition and Site Revitalization program. Roll‑call votes recorded in the transcript show commissioners voting yes on the presented resolutions.
