The Pennington County Planning Commission on Sept. 8 continued two linked land-use applications from Shane Schreiner — a comprehensive-plan amendment (COCA25-0009) and a rezoning (CORZ25-0010) — to the commission's Oct. 14 meeting so the Board of Adjustment can hear a related subdivision-regulation variance.
The move came after planning staff recommended continuation to allow the subdivision-regulation variance for road improvements on Reno Gulch Road to be heard by the Board of Adjustment. Britney Hand, planning director, said, "The subdivision regulation variance for the road improvements on Reno Gulch Road need to be heard in front of the Board of Adjustment, and that's the first commission meeting in October." The planning commission then voted to continue the items per staff recommendation; there was no public comment recorded on the matter.
The two applications seek to change future land use and zoning from rural residential, suburban residential and highway service districts to a commercial district. Staff told the commission the continuation was necessary because the subdivision-regulation variance must be decided by the Board of Adjustment before the planning commission can take final action on the land-use requests.
Discussion versus decision: the commission's action on Sept. 8 was procedural — continuing the two agenda items to a specific hearing date so the variance request can be heard. No approval or denial of the underlying comprehensive-plan amendment or rezoning occurred at the Sept. 8 meeting.
Next steps: the items are scheduled for the planning commission meeting on Oct. 14; the Board of Adjustment will address the subdivision-regulation variance first, as required by staff.
