Hibbing PUC approves pump rebuild, underground cable purchase for ongoing projects

The Hibbing Public Utilities Commission on July 15 approved two procurement items that staff said are needed to support plant operations and ongoing construction projects.
The commission authorized GPM Incorporated to perform a rebuild of circulation pump No. 5 for $40,365.50. Staff explained the pump provides condensate or cooling circulation for Turbine 3 and that the work was not included in the original capital forecast for the year but rose during operations and exceeded the general manager’s individual approval authority.
Separately, the commission approved a Stuart Irby quote for underground distribution cable inventory and project material procurement in the amount of $65,991.96. Staff said the vendor was not the lowest cost, but the material was in stock and available immediately; the cable will supply the public-safety building and several feeder-conversion projects.
Operations staff also reported that the utility previously purchased a turbine-driven feed water pump from a plant in Virginia; the pump was rebuilt by GPM and has roughly 100 hours on it, and Oman Industries currently holds the unit pending piping and turbine readiness. Staff said the purchase is approved and the unit will be installed after required piping work and testing.
Both procurement motions passed on voice votes; the pump rebuild motion was made by Commissioner Stokes and supported by Commissioner Ravitch, and the cable purchase motion was made by Commissioner Stokes and supported by Commissioner Sandstedt. Staff said per purchasing guidelines they will continue to obtain required quotes for future excavation and boring work and will circulate necessary schedules.
