The Carroll County Board of License Commissioners found Tony's Japanese Restaurant (1213 Liberty Road, Eldersburg) culpable for selling alcohol to a minor during a Nov. 10, 2024 compliance check and for failing to have an alcohol-awareness–trained individual on-site that day.
Inspector Sherry Warner testified that an underage volunteer was served an open bottle of Coors Light and that the server, identified as "Tien" (also known as Trevor), told the inspector he had looked at the wrong date on the patron—s license. Warner also reported that the server was not certified at the time of the sale. The server acknowledged the error and later completed training; the owner said he required the staffer to attend training immediately and that all staff were certified after the incident.
Licensee Tong Huynh (appearing and testifying before the board) told commissioners that the employee was new and that the incident was a mistake. The licensee said he promptly arranged for certification for staff and that he had not previously seen such behavior from the employee.
After deliberation the board voted to find Tony's culpable, assessed a $300 fine for the sale-to-minor violation and assessed a $100 fine for the failure to have a trained individual on premises; the board suspended the $100 fine. The board noted the licensee had taken steps to have the staff trained after the violation.
The board closed the case after announcing the decision. The licensee was reminded of the requirement that a trained person be on site when open.
