Resident alleges police brutality, asks Farmington to release station video

Resident Andrew Klotter told the Farmington City Council on Aug. 5 that he believes video from the police department showing an incident in which he says officers “hung me” has been withheld from him for years. Klotter said he suffered a fractured skull and ongoing pain and that he has repeatedly requested the video without success. Klotter said he filed a complaint years earlier after what he described as threats by another officer, Brian Lindquist, and said that action led to Lindquist’s firing. “All I need is a video. That's all I’ve been asking for,” Klotter said during the public-comment period. Klotter named Gary Rutherford as the officer who, he said, fractured his skull at the police station. He told the council, “I had my skull fractured by Gary Rutherford,” and said Rutherford has since left his position. Klotter also said he was told to wait until the statute of limitations expired and that, because of that timing, he can no longer sue. The council did not engage in discussion during public comment and made no public response on the record to Klotter’s requests or allegations. The matter was raised during the meeting’s citizen-comments period; no council motion, vote, or staff direction related to Klotter’s complaint was recorded in the transcript. Klotter asked the city to consider releasing the requested video to him. He also said he had tried to obtain communications and documents related to his case but that some items he believes exist were redacted. He concluded his remarks by urging the council to provide the materials he requested.
