The Village of Itasca on July 1 approved waiving formal bidding requirements and authorized Thermal Process Systems Inc. to replace digester biofilter media at the village wastewater treatment plant, citing that the current system is proprietary.
Trustee Daley told the board the existing wood-chip biofilter media had reached the end of its life after about eight years in service and described the proposed replacement as a HADITE rock system guaranteed for 20 years. "Currently, they have a 5 to 8 year life. They're at end of life right now at 8 years plus," Daley said.
Staff presented cost comparisons: replacing in kind with wood media carried an estimated $10,000 for materials and roughly $40,000 for installation and removal; the rock system was quoted at $36,507.75 and a not-to-exceed authorization of $40,000 was placed on the contract. The board noted waiving formal bids requires four affirmative trustee votes; roll call recorded affirmative votes sufficient to waive bid requirements and approve the authorization.
The board’s action permits staff to contract with Thermal Process Systems Inc. for the media replacement, citing the proprietary nature of the existing system and the longer life expectancy of the rock media. No additional project funding details beyond the authorized not-to-exceed figure were presented at the meeting.
