The Board of License Commissioners reviewed DUI reports for 2024 at the Feb. 25, 2025 meeting. Board members said aggregate DUI incidents reported to the board were down compared with the prior year but flagged specific entries that suggested patrons had been served several alcoholic drinks before being stopped.
Chair (name not specified) and other commissioners discussed the difficulty of the record in determining whether a single establishment or a sequence of establishments served an intoxicated driver. “Somebody served them those drinks, they shouldn't have,” the chair said while reviewing entries that listed numbers of beers and shots reported by troopers. Board staff explained the incident reports are self-reported by officers and that the report sources include the Carroll County Sheriff's Office, the Westminster Police Department and the Maryland State Police.
The board noted compliance checks and a continuing practice of working with law enforcement agencies to monitor incidents. Board staff said that checks and volunteer-assisted compliance efforts are ongoing and that two violations are scheduled for hearing in the coming month.
No formal action was taken during the discussion item; commissioners heard the report and asked staff to continue enforcement and compliance checks.
