Board clears summer event permits, approves Westminster one-day liquor permit

The Board of License Commissioners for Carroll County approved several event-related licensing requests during its Feb. 25, 2025 meeting.
Board members approved a request from Ravine on Main and Patapsco Distillery in Sykesville to hold summer music events on Friday and Saturday nights from May 9 to May 11, 2025, as presented. The board recorded no objections.
The board also accepted a one-day liquor-license application from the city of Westminster for a whiskey-and-chocolate pairing scheduled for March 8, 2025, at Westminster City Hall (the applicants clarified the downtown building to be used). Board members discussed that the event is ticketed and that staff will card attendees and use alcohol-awareness-trained staff.
Separately, the town of Sykesville requested use of a nonprofit state festival permit for several summer festivals (Art and Wine Festival, Sippin’ on Summer, Craft Beer Festival) and to allow licensed downtown businesses to participate and sell alcohol within the festival footprint under that state permit. Board staff explained the county will return to the prior practice that allows local businesses to participate under a nonprofit festival permit rather than issuing many separate one-day licenses. The board recorded no objections and approved the approach.
All event approvals were handled by voice vote with no recorded roll-call; the board noted standard compliance expectations for licensees serving at festivals and for one-day events.
