Board approves transfer of Gateway Liquors to new Finksburg storefront

The Carroll County Liquor Board approved an application to transfer the location of a Class A (off-sale) beer, wine and liquor license for Gateway Liquors from 2970 Dee Dee Road, Unit 6, Finksburg, to 2977 Baltimore Boulevard, Finksburg.
Applicant counsel Peter Privis explained the move is less than half a mile and said the applicant, Namrata Basnet, has been the licensee since 2017 with no violations. Counsel supplemented the record during the hearing with an amended assignment of lease and an operating agreement clarifying that the leased premises may be used for a liquor store upon board approval.
The board accepted documentation from the comptroller and county offices, heard from the applicant and two supporters who described the applicant as a hard worker and good operator, and the landlord, Young Lee Kim, confirmed on the record that he would allow the site’s use as a liquor store and would sign whatever further documents were necessary.
Board members confirmed taxes and other administrative items would be satisfied by documentation on file and moved to grant the transfer. The motion passed by voice vote. The board directed staff to complete administrative steps required to effect the location transfer and to verify outstanding county collections are cleared in the file.
