Board names Tony Cromer new licensee for Flood Zone Brewery in Union Bridge

The Board of License Commissioners for Carroll County approved an application to place Tony Cromer as the new licensee for Flood Zone Brewery’s Class BRC beer, wine and liquor license with catering at 50 North Main Street, Union Bridge.
Tony Cromer, who testified under oath, said she currently owns 10% of Flood Zone Brewery LLC and expects to acquire full ownership within weeks. She told the board that she has performed clerical and administrative duties for the business since its founding and that her husband, Michael Cromer, will continue day-to-day operations; Michael Cromer also testified in support.
Beth Stambaugh, a current owner and founder of Flood Zone, told the board the family supports the change and offered a written statement of resignation from the license as part of the record. Multiple community witnesses — including business tenants and a manager — testified to the Cromers’ experience and character.
During review, board staff and counsel noted that corporate documents and evidence of the change in ownership (articles of organization or comparable filings) will be needed for the licensing file and that the resident agent on the LLC is a third-party corporate registered agent (United States Corporation Agents Incorporated). The board placed documentation requirements on the record to be filed with board staff.
The board found the testimony supportive and moved to approve the application. Commissioner Barnhart moved approval; the motion was seconded and the board approved the application on voice vote. The board’s file will be updated with the licensee change and required corporate documents when they are submitted.
