Board approves transfer of J & G Liquors license to local buyers

The Carroll County Board of License Commissioners approved application 6552 to transfer a Class A beer, wine and liquor license to Keshavam Inc., trading as J & G Liquors (2027 Suffolk Road, Suite 6, Finksburg). The board voted to grant the transfer after hearing testimony from the proposed licensees and reviewing required agency comment memos.
Dara A. Patel and Badrish J. Patel appeared with counsel and described their experience and plans for the store. Dara Patel (proposed 60% owner) said she has a master’s degree in health‑care administration, has completed alcohol‑awareness training and will spend mornings and additional hours at the store. Badrish Patel (proposed 40% owner) said he has about eight years’ experience working in liquor stores and completed training in April 2024. They said they plan to expand inventory to include more local beer and wine, maintain a “card all” policy for ID checks and use in‑house training and state‑approved alcohol management certification for employees.
The outgoing licensee, Donna McGuire, attended and told the board she supports the transfer as part of the sellers’ retirement and called the purchasers good candidates to run the store going forward.
The board approved the transfer by voice vote and instructed staff to collect any outstanding paperwork (including original alcohol‑awareness certificates) before issuing the new license documents.
Why it matters: The board’s approval allows the new owners to begin transition steps, but staff will not finalize license issuance until required certificates and paperwork are on file.
