Deerfield OKs two-year IGA with Illinois DOT to maintain Waukegan Road; agreement corrects a decimal-point typo

The Village of Deerfield Board of Trustees approved a two-year intergovernmental agreement with the Illinois Department of Transportation to provide routine maintenance services on the state-owned section of Waukegan Road within the village, including sweeping, minor patching, drainage and concrete repairs, and snow and ice removal.

Bob, a village staff member who presented the item, said the state asked the village to take over snow removal and ice control on a segment north of Deerfield High School and that the state pays the village a flat lump-sum amount quarterly for those services. "They pay us to perform maintenance services...and in this case, the state of Illinois is planning to pay the village of Deerfield $73,072.03[20]," Bob said; he and trustees noted a decimal-point typographical error in the draft agreement showing a much larger number and instructed staff to correct it before final signatures.

Trustees discussed whether the agreed payment covered the village's costs. One trustee asked, "So does the 72,000 cover our costs?" Bob responded that it was close, noting resurfacing last year reduced near-term patching needs but that capital maintenance remains the state's responsibility. He said when the village believes needed work exceeds routine maintenance, he will call the state and seek to meet and discuss capital responsibility.

Board members also emphasized the operational importance of local snow removal on Waukegan Road, citing resident and high school traffic expectations and the state’s slower response for major storms. The village has performed plowing for more than 30 years, staff said.

Trustees approved the resolution "subject to the change" correcting the numeric typo in the compensation amount; roll call votes in the transcript show multiple trustees voting yes. The agreement runs two years, with the state expected to revisit compensation and terms at the next cycle.
