Carroll County board approves liquor license transfer to Anna Perla Flores for New York Pizzeria

The Carroll County Board of License Commissioners on Wednesday approved a Class B beer, wine and liquor license to Anna Perla Flores for the use of FS Rest LLC, trading as New York Pizzeria at 1720 Liberty Road, Suite C, Eldersburg.

Flores testified she has roughly 13 years of experience serving alcohol as a waitress and bartender and said she intends to work at the restaurant full time. She presented paperwork showing a $5,000 contribution toward the business and three character witnesses who testified the applicant is fit and proper to hold a license.

Board members and staff spent part of the hearing resolving a paperwork discrepancy. Flores’s application listed a 10 percent ownership interest, but a separate LLC assignment in the file showed a 1 percent interest; Flores confirmed under oath that she paid $5,000 and that the correct ownership interest reflected by the assignment is 1 percent. The board’s rules require either a $5,000 investment or 10 percent ownership to qualify for placement on a license; commissioners accepted Flores’s sworn clarification that she met the $5,000 threshold.

Inspector Benford told the board his on-site checks found Flores and her team responsive and compliant with inspections. Commissioners cited Flores’s experience, the clean inspection record and the applicant’s character witnesses in supporting approval.

After discussion, a motion to approve the transfer of the license to Anna Perla Flores and to accept the trade name New York Pizzeria was made, seconded and approved by voice vote.

The board did not place additional conditions on the approval. The applicant was advised to ensure required TIPS/TAM certification for servers remains current and to provide any additional corporate documents requested by staff to reconcile filings.

New York Pizzeria may begin operating under the approved license once any remaining administrative steps with county staff are completed.
