Contractor finds deep well casing; county awards $40,000 toward Yellow Banks ADA launch

Parks staff told the committee that work to install an accessible floating kayak launch at Yellow Banks is progressing but has encountered unanticipated subsurface conditions that require additional excavation and mitigation. Staff said soils under the launch area are predominantly gray clay, so the contractor is importing sand, riprap and road base to stabilize the site. While working on the site, crews discovered an undocumented well casing about 160 feet deep and arranged for contractor PGA to properly abandon it to avoid contamination risks.
To reduce shoreline erosion the crew added an extra row of silt fence and placed and staked 10 straw bales. Staff asked committee members to sign four thank‑you cards for recent grant awards and reported that the Marathon County Transportation Coordinating Committee had allocated $40,000 to the village to pay for the ADA kayak launch. Staff said those funds came from the county committee’s transportation coordination allocation (about $75,000 annually to distribute) and are not levy dollars. The meeting record shows staff requested signatures on thank‑you cards and noted the project remains on site with one truck currently active while work continues.
No formal vote was taken; staff said they will continue on‑site abatement and erosion control and will return with further progress updates.
