Nora (Noor) Frank, identified as a volunteer, described the student—s diagnosed medical issues and sensory processing symptoms and said stability at Liberty is essential: "Removing her from this environment would be disruptive for her progress and could negatively impact her educational and emotional stability," she said. Parent speakers Sonia Brown and Jessica Severance described the family—s financial and medical hardships, including treatment for the student—s brother, and asked the board to reconsider a denial of a transfer or permit on compassionate grounds. Several speakers said the family had provided medical documentation and had attempted to work with district staff.
Board practice during public comment: district staff and trustees noted that the board cannot take action on matters not on the posted agenda; such issues are referred to the superintendent for review. Mr. Romero (district staff) and board members confirmed that the superintendent—s office will review the family—s documentation and the appropriate administrative process for intra-district placements and provide follow-up to the family.
