Franklin beer board approves four beer permits; one approval contingent on certificate of occupancy

Staff recommended approval for Little Hats Cool Springs LLC d/b/a Little Hats Italian Market at 980 Meridian Boulevard; Andrew Hurst Dodd, the managing agent, told the board, “We're just looking to sell some beer in our bar. We have a small indoor outdoor bar. We have patio that's properly deviated, and we have a in a program for training ... to make sure that we're doing it safe and properly.” The board approved the application by roll call (Alderman Barnhill: yes; Alderman Caesar: yes; Chair: yes).
The board also approved an application for Paddle Dog Adventures LLC d/b/a Salty Taco at 401 Chetlin Ham Avenue (the poolside café at West Haven). Attorney Jenna Burrell and owner/manager Jack Abrams explained servers will hold Tennessee TABC permits and that staff will ID patrons appearing under age 30; Abrams said the operation will be seasonal and lifeguards will be on duty. Staff recommended contingent approval pending receipt of a certificate of occupancy; the board approved the permit contingent on the CO (Alderman Barnhill: yes; Alderman Caesar: yes; Chair: yes).
The board approved a new permit for B and R Restaurant LLC d/b/a Franklin Chop House, reflecting a change in ownership to Robert Crockett and Britney Burton. The applicants said they intend to continue the restaurant’s existing operations and staffing. Staff had completed application and inspections and recommended approval; the board voted yes (Alderman Barnhill: yes; Alderman Caesar: yes; Chair: yes).
Finally, the board approved a permit for Drury Development Corporation d/b/a Drury Plaza Hotel, 1874 West McKeown Drive. Timothy Talbert, identified in the meeting as the managing agent/general manager, explained the ownership change stemmed from estate planning following a death and described the hotel’s evening reception and market beer and wine service; staff recommended approval and the board approved (Alderman Barnhill: yes; Alderman Caesar: yes; Chair: yes).
Why it matters: Beer permits allow on‑premises and, in some cases, off‑premises alcohol sales that affect operations, staffing and public‑safety planning.
