The Chula Vista Elementary School District board voted to renew Superintendent Eduardo Reyes’ employment agreement but the action drew objections and a 3–2 vote after some trustees raised procedural and substantive concerns about the contract document.
District staff said the annual presentation of the superintendent’s contract is required by California law; the contract includes salary, fringe benefits and a car allowance. Counsel and district staff described only minor technical edits to the existing agreement for clarity (for example, clarifying what the car allowance covers and updating numbering). The renewal is a three‑year contract with annual review as required under Education Code.
Trustee Dominguez Cervantes objected to the timing and availability of the contract for public review, raised discrepancies between dates and signatures on previously executed documents, and said she wanted legal advice to resolve the inconsistencies before approving a renewal. Counsel responded that any typographical errors in earlier documents could be corrected by an amendment and did not, in counsel’s view, invalidate board action taken in May 2024; counsel advised the board the renewal before them had the correct dates and that past inconsistencies could be remediated if necessary.
Trustees also discussed the superintendent’s salary formula. Staff said the contract contains a “me‑too” provision that ties the superintendent’s annual adjustment to the negotiated increase for the certificated unit (the contract includes step increases and a 3% adjustment tied to recent negotiations). Counsel and staff said that practice is common in local districts and that the board retains authority to change terms in future renewals.
After debate the board voted 3–2 to approve the renewal; Trustee Ramirez Dominguez and Trustee Dominguez Cervantes voted Nay (one trustee recorded as abstain earlier on adjournment procedures). The motions and votes were recorded publicly. District counsel said the board could later amend earlier paperwork if clerical errors were confirmed.
Trustees asked staff to provide corrected documentation and to ensure future contract materials are posted with sufficient time for public review. The board indicated it will return to any clerical corrections in future meetings if needed.
