Rutland Town Select Board on Sept. 9 approved purchasing state-priced e-ticket hardware for the town's second constable at a total cost of $4,600 and directed the expense to the second constable equipment budget line.
The kit consists of a computer ($2,400), a docking station ($1,100) and a pedestal ($1,100). The board discussed whether the cost should be charged to the police department's equipment line or to the constable's budget; after discussion the board agreed the purchase should come from the second constable equipment line even though that will create a year-to-date deficit that the town expects to manage with general fund revenues.
Second constable JP said the e-ticket equipment would modernize ticket processing and make enforcement and state filing easier; town staff reported the town generated about $13,800'$15,000 annually in ticket revenue in the most recent fiscal year, which could offset equipment costs in future years. Police and constable representatives noted several cruisers already have eticket hardware; the new kit is for a constable vehicle that is not town-owned, so the board directed the purchase specifically to the constable line.
Kurt Hathaway moved and Sharon Russell seconded the purchase; the board recorded unanimous approval. The select board asked JP to submit an invoice for processing within the next payment cycle.
