Rutland Town's road commissioner reported on Sept. 9 that bridge and culvert inspections identified several structures needing maintenance or repair and that the town won a $200,000 state structures grant for a Stratton Road culvert replacement. The engineer's estimate for the Stratton Road project is $508,000.
The road commissioner said the town must decide whether to accept the $200,000 grant and commit to covering the remaining cost, with the grant carrying a completion/expiration date in late 2026 for project acceptance. He advised the board that the town's carryover from the prior fiscal year is roughly $293,000, which could be used but would reduce reserves.
Other inspected structures include two culverts on Coal River Road (one older galvanized culvert and one concrete span with broken concrete guardrails and evidence of rebar exposure), Pritchard Road, Prospect Hill at East Pittsford Road, and other town-listed short bridges. The Coal River Road concrete span shows delamination and exposed rebar at the north end; the town may be able to rehabilitate it rather than fully replace it, depending on engineering guidance. The road commissioner said he plans to meet with the town's rivers and streams official to discuss allowable cleaning and maintenance for silted culverts.
Commissioners discussed possible funding approaches, including using grant funds plus town carryover or bond proceeds, and scheduled further discussion at a highway committee meeting. The board did not authorize a specific appropriation at the Sept. 9 meeting; members agreed to examine options and revisit the Stratton Road project and other bridge needs in committee.
