Royal Palm Beach council approves zoning, budget and purchasing updates; OKs Shakespeare contract and plat

The Village Council of Royal Palm Beach unanimously approved a set of ordinances, contracts and land-use actions at its regular meeting on Jan. 16.
Council adopted Ordinance 1051 on second reading to amend zoning code sections for the RV-6 (Villa Residential) and RT-8 (Townhouse Residential) districts, removing certain perimeter landscape setback requirements. Council also adopted Ordinance 1055 on second reading to revise budgetary amendment language in chapter 10 to align fiscal practices with Village policy F-14. On a first-reading vote the council approved Ordinance 1056, which updates purchasing guidelines, raises dollar thresholds for department director purchasing authority and quotation requirements, and adds or clarifies competitive-procurement exceptions to align with recent changes in Florida law for audit services.
On the consent agenda the council approved a municipal election services agreement with the Palm Beach County Supervisor of Elections, authorized a $20,000 contract with Palm Beach Shakespeare Festival, Inc. for four performances of "As You Like It" in Commons Park (Jan. 30–Feb. 2), and approved special-event permits for the Shakespeare performances and West Fest.
