Council approves $17,000 transfer from workforce-stabilization grant to training and onboarding for emergency shelter care

The Howard County Council approved Resolution 2025-HCCR-08 on April 22 to transfer $17,000 within an eight-month Department of Child Services workforce-stabilization grant to cover training, uniforms and onboarding for the county’s emergency shelter care units.
Kathy (presenting grant management) told the council the $75,000 DCS grant had been used more quickly in the recruitment and onboarding category than anticipated and Indianapolis grant managers approved moving $17,000 to other categories. She introduced Chris Lowry as the new program director for emergency shelter care and said one use of the transfer will be crisis-prevention training.
“One of those is the training, which will be $6,099. It’ll be close to $7,000 when we’re done for advanced crisis prevention intervention training,” Kathy said, and she said roughly $10,000 would be moved to cover uniforms, onboarding expenses and fingerprinting costs.
Kathy said the shelter program had 39 of 40 positions filled and 26 residents in the facility at the time of the meeting. The council voted to approve the transfer by voice vote.
The transferred funds will pay for advanced hands-on crisis-intervention training for a staff member and for onboarding expenses intended to improve staff recruitment and retention in the emergency shelter care unit overseen under state Department of Child Services rules.
