The Springdale Planning Commission on July 16 recommended approval of administrative revisions to permit standards for farmers markets and private outdoor events. Staff presented language that clarifies required application materials (including more detailed site plans, parking plans and signage information) and removes a repetitive reference to a three-foot sign setback that staff and commissioners had identified as redundant.
Staff explained that the edits are administrative and were discussed at prior work sessions; the changes are intended to improve clarity and efficiency in permit review for farmers markets and private outdoor events. One specific change replaces an "if applicable" qualifier so that booths (which staff said are integral to farmers markets) are explicitly required in the application materials and fencing/barrier submittals retain the "if applicable" qualifier.
Commissioners agreed the revisions were minor and consistent with earlier discussions. Jennifer McCullough moved that the commission recommend approval of changes to Chapter 10-22-8 and Chapter 10-22-3 of the Springdale Town Code regarding farmers markets and private outdoor events; the motion was seconded and passed on a voice vote with recorded affirmative votes.
If the Town Council adopts the revisions, staff said the clearer checklist and documentation requirements should streamline permit review and improve compliance monitoring for farmers markets and private events.
