Commission recommends allowing limited parking in special flood hazard area with low-impact standards

The Springdale Planning Commission on July 16 recommended that the Town Council approve changes to town code governing parking in the special flood hazard area. Staff presented draft language that would remove an existing restriction that treated parking spaces more stringently than homes; instead, on residential parcels in the special flood hazard area the proposal would allow up to three parking spaces per parcel unless a special overlay zone requires more.
The draft also requires low-impact development measures for parking within the special flood hazard area to improve drainage and protect Virgin River water quality, and requires that parking spaces be at or above existing grade so they can drain by gravity rather than being in an excavated depression.
Staff said the proposed revision responds to a significant expansion of the special flood hazard area after the adoption of FEMA flood maps. Commissioners said the presented language matched prior discussions in the work session and did not require additional modifications at this time. Paul Zimmerman, Planning Commissioner, moved to recommend approval of changes to Chapter 10.23 of the Springdale Town Code; the motion was seconded and passed on a voice vote with commissioners recorded in the affirmative.
The commission’s action is a recommendation to the Town Council. Staff will apply the low-impact development and drainage standards during permit review if the council adopts the ordinance.
