Miami Lakes demolition contractor delays start after surety requests; council told second bidder may be needed

Miami Lakes staff told the council on Aug. 19 that the low bidder on a town demolition contract had yet to deliver the required payment and performance bond and had requested an extension. Public Works Director Omar Santos said the contractor asked for a two‑week extension while its surety requested additional information; the contract allowed 14 days to provide the bond.
Council members pressed staff on contingency plans. Santos said if the awardee fails to produce the bond the town will consider the second-lowest bidder or re-bid the project; councilmembers warned that further delay could push the timeline out months and increase the overall cost. Council members asked staff to alert the council quickly if the bond is not delivered as promised.
Santos also described regulatory steps the contractor must complete after the contract is executed—county permitting, environmental testing and other pre-demolition work that can affect the first demolition date. Council members urged active follow-up because they said prolonged delays raise costs for taxpayers and slow related infrastructure work.
