Springdale planners debate timetable, education for adopting Utah wildland-urban-interface code

SPRINGDALE, Utah — The Springdale Planning Commission on Sept. 3 spent most of its meeting discussing wildfire mitigation and the town's potential adoption of the Utah wildland-urban-interface code after recent state legislation. Commissioners and staff focused on whether to send a recommendation to the town council now or to delay adoption while staff develops an implementation and education plan.

The matter matters because state law now directs municipalities to adopt a WUI code; if Springdale does not adopt the code, the town could face consequences such as differing state involvement in wildfire response and possible charges for state resources. The commission repeatedly emphasized public education and phased implementation as a priority to avoid surprising residents.

Tom Kinston, a staff member who led the presentation, told commissioners that “any new development will need to comply with that code immediately,” and that existing homes are primarily affected by the defensible-space provisions. Commissioners asked how quickly staff could be trained to apply the WUI scoring and what enforcement would mean for existing homeowners.
