The McDowell County Board of Education on July 14 took first readings of a set of policy updates required by state and federal changes, added explicit mobile device language drawn from an amendment to House Bill 959, and voted to adopt Option B for the district's modified accountability system for alternative schools.
Miss Daddle, who presented the policy packet, told the board the packet includes updates required by state law and federal mandates and that an additional policy (91.15) required by state law was added. The packet included redline language and attorneys’ notes from Campbell and Shatley to explain the changes.
On mobile devices, staff said they incorporated language from an amendment to House Bill 959 that "prohibit[s] students from using, displaying, or having a wireless communication device turned on during instructional time." Staff and principals described an operational approach that would keep phones stowed in backpacks during class with limited times for student access such as lunch and the last minutes of a class period to allow necessary parent communications.
Board members discussed discipline and enforcement, and staff provided a dispute-resolution matrix and school-level procedures the principals will use. A principal present said teachers prefer phones stored out of reach rather than policing pockets during class.
On accountability for alternative schools, Mr. Hughes recommended Option B, which staffs described as weighting persistence and achievement at 20% each and growth at 60%. Superintendent Dr. Grit supported Option B. The board approved adopting Option B by motion (mover Mr. Baker, second Mr. Barksdale) during the meeting.
Miss Daddle said the items presented tonight are first readings; staff and attorneys will continue to refine language as necessary, and final votes on policy changes will be scheduled for the board's August meeting.
