Madras, Ore. — The Madras Planning Commission voted unanimously Wednesday to recommend that the City Council appoint Ian Garrett to the planning commission after an informal interview.
Garrett, who told commissioners he was born and raised in Madras, said he returned to the city with his family four years ago and teaches at Madras High School. “I came tonight answering a call that I saw on social media, needing more residents involved in our local community,” he told the commission.
The commission’s interview focused on Garrett’s motivations, potential conflicts of interest, and availability. Garrett said he would disclose any conflict immediately and either abstain from votes that directly affect him or publicly disclose his position. He described his role as representing the community rather than personal interests and said his work as an educator gives him “an ear to the ground” for younger voices. Garrett asked how much out-of-meeting preparation is typical; staff and commissioners explained preparation varies with the complexity of the item and that the commission generally meets twice monthly.
Commissioners described the planning commission as a volunteer body that relies on staff reports and on-the-record discussion. Staff described limits on commissioners conducting independent investigations and noted training plans the city intends to offer for new and existing commissioners.
After questions from commissioners, Commissioner Reynolds moved that the planning commission recommend that the City Council appoint Ian Garrett to the planning commission; Commissioner Eder seconded. The motion passed on a voice vote. The planning commission noted the City Council will make the formal appointment.
The commission clerk said the city plans to place the recommendation on the next available City Council agenda; if the council appoints Garrett, staff said they expect to invite him to the commission’s April work session on a housing action plan.
Garrett’s interview and the commission’s recommendation were conducted during the public meeting and recorded in the meeting minutes.
