Trustees approve $54.46 million construction package for YLA high school addition

The Wylie ISD Board of Trustees approved a package of construction awards totaling $54,457,739 for the YLA High School addition after district consultants presented bid tabulations and recommended award of all line items contingent on contractors providing required bonds and insurance. Jenna, a Gallagher representative, told the board that Gallagher "recommend[s] that the owner award all items as indicated on the attached documents contingent upon the contractor selection process and the owner receiving the required insurance and bonds, from each selected contractor."

The board packet included a proposal tabulation and a "total sheet" that lists recommended contractors and shows which trades had multiple bidders. Nathan, an estimator in Gallagher's estimating department, led a review of the bids and said Gallagher vetted low offers and contacted firms when an abnormally low bid suggested a missed scope; one bidder subsequently withdrew. Gallagher staff described several categories in the award: direct construction line items, allowances for items to be rebid (for example, roofing and elevators), soft costs (architect fees and reports), and contingencies to cover unforeseen conditions.

The recommended awards included $507,005.99 in credits and roughly $507,000 in value-engineering offers from contractors, plus other voluntary allowances, which reduced the package below initial budgeted numbers. Gallagher staff said some contractors agreed to hold their prices through January 2027. Board discussion noted that contingencies remain district funds and must be approved before being spent.

A motion to approve the proposal for the YLA High School Addition project carried on an affirmative voice vote; the board instructed staff that award to any recommended contractor would be contingent on receipt of required insurance and bonds and on legally approved contracts. The board packet and presentations noted that if a recommended contractor failed to provide the required documents or refused the contract approved by the district attorney, the district would award the item to the next-highest evaluated respondent.

District staff and consultants emphasized the transparency of the competitive sealed proposal process used for the project, walked trustees through major line items and alternates, and flagged areas that will be rebid or clarified in follow-up scope documents. Trustees did not identify a change to the dollar amount at the meeting.

The vote authorizes staff to execute awards consistent with the packet and the consultant recommendation, subject to the contingencies and the district'9s contractual and bonding requirements. The board will receive follow-up reports about contract execution and any contingency expenditures.
