Public safety and policing • One‑time bonuses for off‑duty Montgomery County police officers (11 officers; total $9,000): approved, 4–3. Council directed the Public Safety Committee to review hiring criteria and program policy going forward. • Referral: hiring and use of off‑duty officers referred to the Public Safety Committee for further review and public input: approved (referral motion carried).
Appointments • Appointment of Paul Brown to the Community Advisory Committee: approved. • Transportation Management District (TMD) advisory committee: an initial attempt to recommend Paul Brown to the TMD failed; the council later appointed Effie Pajitsas to the TMD.
Elections and administration • Contract with the League of Women Voters to run the council election (base and related services if requested): approved; total if all optional services requested estimated at $11,000 and within the budgeted amount.
Personnel and finance • Personnel Committee recommendation: adopt half of the compensation study midpoint adjustments for select staff (effective July 1): approved, 7–0. The increases cover the village manager, assistant manager, facilities/financial assistant, and front‑desk supervisor (partial adjustments; vacancies and ranges to be handled by personnel/manager).
Other referrals • Proposed village investment policy: referred to the Finance Committee for further review, 5–2. • Proposed parking policy: referred to the Public Safety Committee for review, 4–3. • Request for an analysis of security options: referred to the Public Safety Committee, 4–3.
Procedural votes • Minutes from the Jan. 13 meeting: approved.
The council also received administrative reports and public comments and instructed staff and committees to follow up on several items; specific next steps were assigned to the village manager, Public Safety Committee, and Finance Committee and recorded in meeting minutes.
