The Friendship Heights Village Council approved moving an additional $250,000 from an expected Donahoe payment for Red House air rights into the village capital improvements account.
Council members who supported the transfer said the deposit helps insulate the operating budget from capital needs as the village spends on Page Park completion and other capital projects; village treasurer Roy Schaffer and others described the move as a way to avoid diverting operating revenues to pay capital bills. The council previously allocated part of the same anticipated payment; this action adds another $250,000 to the capital account upon receipt of the funds.
Chairman Robbie Pestronk opposed the motion and voted no. The motion passed by roll call vote with six votes in favor and one against. The council and finance committee members emphasized that the capital account is not legally sequestered and that funds can be repurposed for operating needs if necessary, but the transfer is intended to ease projected multi-year pressure on reserves as capital spending continues.
Finance discussions at the meeting also reviewed the village’s cash balances, capital expenditures expected to be incurred in the coming years, and a projection that, with capital expenses included, the village may project a short-term deficit in the next fiscal year; committee members said that existing cash-on-hand reduces immediate pressure but that funding choices will shape future tax and program decisions.
The council instructed staff to reflect the deposit in capital planning and to continue presenting a separate operating and capital budget schedule during the April budget review process.
