Groves City Council voted on July 28 to call a general municipal election for Nov. 4, 2025 to elect council members for Ward 1 and Ward 3, and to approve a joint election agreement with Jefferson County for election services.
The ordinance calling the election (Ordinance 2025‑13) was adopted by roll call. The meeting included a public notice read into the record describing polling places, early voting locations and the early voting clerk contact information (Roxanne Acosta Helberg, Jefferson County Clerk). The notice specified that applications for ballot by mail must be received no later than the close of business on Oct. 24, 2025, and that mail ballots must arrive by election day unless timely under Texas Election Code Article 86.007.
Council also approved a joint election services agreement with Jefferson County and authorized the city manager to finalize documents. Staff advised the council that the city has contracted with Jefferson County for election services since about 2006 and budgeted $30,000 for elections in the upcoming fiscal year; staff noted prior election costs for a general election with a runoff at roughly $21,416.73.
The motions to call the election and to approve the joint election agreement passed on recorded votes with the mayor and council members voting aye.
