The Columbia County Planning Commission on Aug. 21, 2025 recommended approval of a variance to reduce side setbacks for a proposed 530‑square‑foot pool house at 1007 Emerald Place in the Jones Creek neighborhood.
Planning staff explained that the lot is unusually shaped — described as a "pizza slice" that narrows to a point in the rear — which constrains buildable area. The proposed structure includes storage, a half bath, a covered seating area and an outdoor kitchen. Staff noted the structure would be about 5.5 feet from the closest property lines, keeping it outside the five-foot drainage and utility easements but inside the typical 10-foot side setback for the R‑2 zoning district. Staff recommended approval because both immediately adjacent neighbors and the homeowners association provided written consent.
A resident who said he was a friend of the applicant, Steve Castle, spoke in support and told the commission the applicants were willing to meet any conditions. The commission moved to recommend approval of the variance; the motion carried by voice/hand raise.
Because the lot is irregularly shaped, staff considered the reduced setback necessary to allow reasonable use of the property. The recommendation will be forwarded to the Columbia County Board of Commissioners for final action.
