Arvada briefed on regional plan, funding for severe‑weather sheltering as local options remain unavailable

Arvada City Council members at a study session on Aug. 5 were briefed on a regional plan to fund and operate severe‑weather sheltering across Jefferson County after staff said Arvada currently has no shelter option for the coming winter season.

The presentation, led by city staff, said the spring forum on May 29 produced agreement that jurisdictions would pursue a countywide approach and that an intergovernmental agreement (IGA) should set a shared funding model and activation rules. "Currently, there are no shelter options in Arvada for the coming season," a city staff member said.

Council members were told the proposed funding model apportions costs by population; Arvada’s portion was presented at roughly 22 percent, or just over $432,000, with an initial set‑aside of $100,000 that could be paid to a local Arvada nonprofit if the city identifies one to run a shelter. If the set‑aside is used, staff said Arvada’s pool contribution would be reduced to about $332,000.

Staff described the countywide plan as a pooled fund to support motel vouchers, existing shelter providers and extreme‑cold tent sites. Under the term sheet presented to councils, GEFCO would serve as fiscal agent; an initial 25 percent share would be due Nov. 1 with the remainder due in January. Staff said motel vouchering is expected to be the highest single use of the pooled funds.
