Columbia County planning staff presented a rezoning request (RZ25-0902) on Sept. 4 to change the zoning of 270 Rose Street from C-2 (General Commercial) to C-3 (Heavy Commercial) with a conditional use for automobile or truck storage. Staff recommended approval with conditions requiring a 20-foot minimum buffer/landscape strip and architectural standards for any buildings. Commissioners voted to recommend the rezoning.
Danielle, planning staff, said the site lies behind existing commercial frontage and has no sewer service, which limits intense mixed-use development; staff recommended conditions to limit heavy-commercial impacts and to require buffering and architectural controls. The applicant indicated the development concept is an RV and boat storage facility with paved drive aisles and planned paving/landscaping; the plan includes detention and landscaping.
A separate variance request (VA25-0902) asked to allow gravel rather than paved parking spaces, citing flexibility for different vehicle widths and lengths and perceived stormwater benefits. Applicant Deborah Taylor Powell said gravel would allow different width/length parking and help with runoff absorption. Planning staff recommended disapproval of the gravel-parking variance, citing the county code requirement that off-street parking be paved in asphalt or concrete, and because the site is in an activity center where higher-quality site design is encouraged.
The commission voted to recommend approval of the rezoning with conditions and voted to recommend disapproval of the gravel-parking variance. The matters will be forwarded to the Columbia County Board of Commissioners for final action on Sept. 16.
