DuPage HSD 88 board approves consolidated district plan to access federal Title and IDEA funds

The DuPage High School District 88 Board of Education on May 20 accepted the district's Consolidated District Plan and authorized submission to the Illinois State Board of Education to secure federal Title I, II, III, IV and IDEA funds.
The presenter said the CDP is required each year to receive federal allocations and that the version before the board reflected the district's instructional priorities and strategic plan. The presenter described Title I/II/IV uses as supporting school and instructional improvement, teacher training, well-rounded educational experiences (including STEM and fine arts), and materials such as instruments and calculators. The presenter said Title III focuses on English learners and Title IV on broad student supports; IDEA funds will be used for staff development, hiring support personnel, purchasing equipment necessary to implement individualized education programs, and contract services specific to students with disabilities.
The presenter discussed current fiscal-year 2025 allocations (presented as placeholders) and said FY26 allocations were not yet received; she said the district typically receives final dollar allocations over the summer and will "true up" grant budgets in July and again when the final allocations are received and the tentative and final budgets are presented to the board. The presenter noted a change from prior years: the district is using ACT testing funds rather than SAT testing funds and said professional development emphasis will be more specific on multilingual education and literacy training for teachers.
Board members asked whether the funds were state or federal; the presenter clarified that the funds are federal but are distributed through the Illinois State Board of Education. The board approved the motion to accept the consolidated district plan, and the presenter will submit it to the state board so allocations can be received and budgets prepared.
The board's approval allows the district to proceed with grant-based planning and staffing decisions pending final allocation notices from the state.
