Board OKs health, life and safety amendment to replace doors at Reagan Middle School

The Dixon USD 170 Board of Education approved an amendment to the district’s Health Life Safety (HLS) survey to add door frames and doors at Reagan Middle School, a procedural step that allows the district to spend HLS-restricted funds and to order materials ahead of the architects’ summer review.

A district presenter explained the HLS process: the state-prescribed survey identifies required and prioritized repairs for school buildings, and only items on the HLS list may be paid with Health Life Safety funds. The presenter told the board the district currently has roughly $800,000 in HLS funds and that the doors at Reagan have appeared repeatedly in inspections and must be fixed to pass future inspections.

Staff explained that ordering materials now is necessary because lead times could be 60 to 90 days; without the amendment the work could be delayed past the summer construction window. The presenter said maintenance staff would perform the installation and that the amendment is a routine step in the 10-year HLS cycle. The presenter also described other items expected on the upcoming survey, including a roof at Reagan and possible bathroom remodels at Jefferson.

Board members asked about the HLS balance and the effect on other capital accounts. The district said HLS dollars may not be repurposed for salaries or transportation and that the board retains discretion about spending county facility sales tax and other capital funds. One board member said the district aims to rebuild fund balances for planned future projects and suggested being selective when spending non-HLS capital funds.

The motion to amend the HLS list for Reagan Middle School was approved by roll call.
